Edward F. Pincar Jr. has spent his career elevating New York City's public spaces and
stands at the intersection of government, commerce, and community.

As President of the Fifth Avenue Association—the Business Improvement District
stewarding Fifth Avenue from 46th to 61st Streets and 57th Street between Sixth and
Madison Avenues—Ed leads a 50-person organization with responsibility for strategy,
finance, communications, human resources, and day-to-day operations. He partners
with global retailers, cultural institutions, property owners, and city agencies to reinforce
Fifth Avenue's standing as the world's most iconic street, reimagining the district's public
realm and programming.

During 18 years of New York City public service, Ed established himself as a
responsive, collaborative leader in government. His ability to engage with and earn the
trust of diverse groups of stakeholders, often with competing interests, led to countless
improvements. As Manhattan Borough Commissioner at the NYC Department of
Transportation, he served as the borough's primary liaison for the city's most complex
streetscape and capital programs from plaza and pedestrianization projects to curb
management, emergency response, and intergovernmental coordination.
He earned a Master of Public Administration as a University Graduate Fellow at
Syracuse University's Maxwell School of Citizenship and Public Affairs, and a Bachelor
of Arts with Honors in History from Wake Forest University.
